Newer to HR? The handbook points HR clerks and assistants, and managers whose main job is outside HR, to the aPHR. Its experience requirement: none. See aPHR vs PHR.
Further along? The SPHR is the strategic, senior exam and asks for 4–7 years of HR work. See PHR vs SPHR.
Choosing between bodies? The SHRM-CP is the other professional-level credential. It adds situational judgment items and runs in 2 windows a year. See PHR vs SHRM-CP.
Seven functional areas since March 2024
The current outline splits the exam into seven areas. Employee and labor relations is the largest at 20%, and two areas are new in this edition: employee engagement (17%) and HR information management (10%). Each area has its own page with questions.
What changed:Since March 1, 2024 the PHR follows a new outline with 7 functional areas instead of 5; Employee Engagement and HR Information Management are new areas, and Employee and Labor Relations is now 20%. A book or course that still teaches five functional areas, with employee and labor relations at 39%, follows the 2018 outline. The outline also holds you to the laws in force on your exam day, so law chapters printed before 2025 can be wrong on overtime and on federal contractor rules: what changed in labor law.

Question 1 of 4 · Employee Engagement · 17%
A manager rates all 12 direct reports "3 - meets expectations" on a 5-point scale, even though their sales results vary widely. Which rating error is this?
A first-impression error lets an early view of one person color later ratings; it does not explain a whole team rated the same.
Central tendency is rating everyone in the middle of the scale regardless of real differences, as with twelve identical 3s despite varied results.
The halo effect lets one strong trait inflate a person's other ratings; it does not produce identical midpoint scores for all twelve reports.
A leniency error pushes ratings toward the high end of the scale, while these ratings cluster at the midpoint.
Question 2 of 4 · Total Rewards · 15%
A company wants to reward employees for meeting annual goals without permanently raising its fixed payroll costs. Which approach BEST fits?
A cost-of-living raise goes to everyone regardless of goals and also becomes a permanent part of base pay.
Broadbanding restructures salary ranges into fewer, wider bands; it is not a way to reward goal achievement.
A lump-sum bonus is paid once for meeting the goals and does not enter base pay, so fixed payroll costs stay where they are.
A merit increase is added to base pay and compounds every year, which permanently raises fixed payroll.
Question 3 of 4 · Employee and Labor Relations · 20%
A company is building a workplace violence prevention program. Which element is MOST essential?
Psychological testing of hires is intrusive, raises ADA concerns and does nothing about threats from current staff, customers or partners.
Police respond to emergencies, but prevention needs internal reporting, threat assessment and follow-up long before police are called.
Training supervisors only leaves out the employees who usually see warning signs first, so the training scope is too narrow.
People must be able to report threats and warning signs without fear of retaliation, or the program never learns about the risk in time.
Question 4 of 4 · Business Management · 14%
A company had 190 employees on January 1 and 210 on December 31, with 30 separations during the year. What was the annual turnover rate?
Average headcount is (190 + 210) ÷ 2 = 200, and 30 ÷ 200 = 15.0%.
14.3% divides the separations by the ending headcount of 210 instead of the average.
15.8% divides the 30 separations by the starting headcount of 190 instead of the average.
10.0% uses the net headcount change (20 ÷ 200), which ignores who actually left.
