Question 1 of 4 · Leadership and Strategy · 33%

When conducting a strategic analysis for HR planning, which of the following tools is MOST useful for assessing both internal capabilities and external market conditions?

  1. Job analysis documents the duties and requirements of one job, which is far too narrow for strategic planning.
  2. A succession chart maps internal bench strength for key roles and ignores the external environment.
  3. SWOT pairs internal strengths and weaknesses with external opportunities and threats, so it covers both sides the question names.
  4. Break-even analysis finds the volume at which revenue covers costs; it says nothing about capabilities or market conditions.
Question 2 of 4 · Workforce Planning and Talent Acquisition · 17%

Executive leadership is frustrated that a newly launched, high-cost employer branding campaign has not immediately increased applicant volume. What is the most appropriate strategic response to manage executive expectations?

  1. Referrals are a sourcing channel, not a brand fix, and switching tactics does nothing about the executives' expectations.
  2. Moving the money to job board ads trades a long-term brand asset for short-term volume and abandons the strategy before it can be judged.
  3. Pausing right after launch wastes the money already spent and restarts the slow build that brand work depends on.
  4. A brand campaign changes how candidates see the company gradually, so HR should reset the timeline and agree on early indicators such as career-site traffic.
  5. Spending more before the campaign has had time to work adds cost without fixing the real problem, an expectation of instant results.
Question 3 of 4 · Total Rewards · 17%

When designing an executive compensation package, which of the following elements is MOST effective at aligning executive interests with long-term company performance?

  1. Equity that vests only when multi-year goals are met ties the executive's own wealth to the company's long-term results.
  2. A large fixed salary pays the same whether the company thrives or struggles, which weakens the pay-performance link.
  3. Severance paid whatever the results rewards leaving rather than performing, so it creates no link to long-term outcomes.
  4. Bonuses driven only by quarterly results reward short-term numbers and can tempt executives to trade away long-term value.
Question 4 of 4 · HR Information Management, Safety and Security · 10%

Following a suspected data breach, IT immediately hires an external forensic firm to investigate without consulting the legal department. Which strategic risk does this unilateral action create for the organization?

  1. Hiring an investigator does not by itself breach a state privacy law; those laws turn on how the breach is handled and reported.
  2. Forensic firms are trained to preserve chain of custody, so bringing one in is more likely to protect evidence than to spoil it.
  3. Federal labor relations law governs organizing and bargaining; it has nothing to say about who commissions a breach investigation.
  4. An internal policy is not voided by who hires the investigator, and that is a governance matter rather than a legal exposure.
  5. A forensic report commissioned by counsel to give legal advice can be protected; one ordered directly by IT is usually treated as a business record that opponents can obtain in litigation.

What “senior” means here

The PHR and this exam share area names (workforce planning, total rewards, HR information management). What separates them is the verb. HRCI’s PHR outline asks you to implement benefit programs; the senior outline asks you to create and evaluate benefit strategies. The PHR’s labor tasks are about applying the law and resolving complaints. The senior version is about building a labor strategy: collective bargaining, grievance programs, how the company aligns with a union.

That changes what a right answer looks like. Our questions at this level hand you a business problem, such as an acquisition or a pay structure that no longer fits the market, and ask for the strategic step. Employment law stays in the outline, but at the strategy level: responsibility 1.12 is about weighing how US federal law affects a restructuring, an expansion or a policy. The statutes themselves are explained on the PHR pages, starting with PHR employee and labor relations.

Numbers from the old exam

Prep pages still describe the exam as it was before mid-2021, when it ran longer, and some quote member and nonmember prices or a 100–700 score scale. The current exam is 115 scored questions plus 25 pretest items in 2 h 30 min. HRCI charges everyone the same fee; there is no member price. Only the passing mark, a scaled score of 500, is published, and the current handbook prints no score range.

Where it sits on the ladder

HRCI’s US credentials step from entry level to senior. SHRM’s senior credential, the SHRM-SCP, sits on the same rung but tests differently.

Who can sit for it

Eligibility is about experience: 4–7 years of HR work, with fewer years the higher your degree, and the degree can be in any field.

The catch is the phrase professional-level. HRCI defines it (independent judgment, some decision authority, accountability for results), and says HR assistants and managers whose main job is outside HR are not likely to qualify. The degree-by-years matrix, the definition, the audit and the fee for switching exams are on eligibility requirements. Short of the years? The PHR asks for 1–4 years of HR work.

SPHR certification, quick answers

What does SPHR stand for?

Senior Professional in Human Resources. The credential comes from HRCI, the HR Certification Institute, and is aimed at HR leaders who shape HR strategy and policy and align people practices with business goals in the United States.

Is the SPHR exam difficult?

HRCI reports a pass rate of 76% in 2025, up from 70% in 2024 and 55% in 2023. The 2024 outline’s tasks are about designing and evaluating, and HRCI says its items include scenarios, so expect to apply judgment rather than recall definitions. The practice test shows how that feels.

Which is better, the SPHR or the SHRM-SCP?

Neither body ranks above the other. The SPHR is a knowledge exam you can take year-round; the SHRM-SCP adds situational judgment items and runs in 2 windows a year. SHRM asks for at least 3 years of strategic-level HR work (1,000+ hours per calendar year), or 3 years as a SHRM-CP holder moving into a strategic role; no degree required. Details: SPHR vs SHRM-SCP.

How long does it take to get the SPHR?

The experience comes first: 4–7 years of HR work, depending on your degree. Once HRCI approves your application, testing is year-round inside a fixed window, and at a test center you learn pass or fail before you leave.

What is the highest HR certification?

There is no single top rung. At HRCI the senior US credential is the SPHR, and the GPHR is the senior global one; SHRM’s senior credential is the SHRM-SCP. The ladder on this page shows how they line up.
