Five windows, as published

After each testing window a global pass rate per level is published, "the percentage of examinees across the world" who passed (exam options and fees, "Exam Statistics").

  • May–Jul 2025: SCP 50%, CP 68%, a gap of 18 points
  • Dec 2024–Feb 2025: SCP 51%, CP 67%, 16 points
  • May–Jul 2024: SCP 56%, CP 71%, 15 points
  • Dec 2023–Feb 2024: SCP 53%, CP 70%, 17 points
  • May–Jul 2023: SCP 54%, CP 71%, 17 points

The senior rate has slipped from the mid-50s to about half, and in all five windows the gap to the CP was at least 15 points. The Dec 2025–Feb 2026 figure was not yet on the page when we checked.

Why fewer people pass the senior exam

Not because the exam is longer or covers more: the item mix is the same for both levels (handbook, p. 17). The difference is the standard: the SCP one is defined as the expected level of competency for HR professionals who perform strategic work, and the cut score is set against it by a panel method, the same way for both levels.

The certifying body also says who struggles. Its which-certification page notes that "historically, many HR professionals with non-strategic backgrounds who attempted the SHRM-SCP exam were unsuccessful", and points them to the CP, while leaving eligible candidates free to choose the senior exam anyway.

"The pass rate isn't published"

It is, on the exam options and fees page, window by window. Some guides say otherwise, and others quote 53% as the current SCP rate; that was the Dec 2023–Feb 2024 window, three windows before the latest.

What the number can and cannot tell you

A pass rate averages everyone who sat, including candidates who took the senior exam against the advice quoted above. It says nothing about any one area, and the score report does not help with the margin either: every pass is reported as the same top score. How many people sit each window is not published.

The HRCI senior exam, the SPHR, reports 76% (2025), but HRCI publishes per calendar year and on a different test, so the two figures do not rank the exams by difficulty. The comparison that matters is in SPHR vs SHRM-SCP.

SHRM-SCP pass rate, quick answers

What is the pass rate for the SHRM-SCP exam?

50% (May–Jul 2025), the latest figure published. The four windows before it ranged from 51% to 56%.

How hard is the SHRM-SCP exam?

Roughly one candidate in two passes, against about two in three on the SHRM-CP. The questions are not more numerous and the item mix is the same; the standard they are scored against is the strategic one.

Which exam is harder, SHRM-SCP or SPHR?

The published rates favor the SPHR: 76% (2025) against 50% (May–Jul 2025) for the SCP. But the two bodies count differently and test different things, so treat that as a hint, not a ranking. See SPHR vs SHRM-SCP.
